Knowing that the prisoners' mail is censored, Scarabeus Binkel tells Governor Tom of Vuyana that he was arrested for unplugging his radio in his room at the New Digby Radio Hotel. Everyone in Southern Digbyland is required by law to listen every day to Ned Digby's Talk Show.
